Rio Linda, CA – Sacramento County’s Departments of Homeless Services and Housing, and Health Services recently presented their biannual report, detailing outreach efforts to the homeless population in the unincorporated region, including areas impacting Rio Linda-Elverta. The report, covering July 1 to December 31, 2024, indicates significant service provision and progress in transitioning individuals out of unsheltered homelessness.
This report is the third since the City/County Partnership agreement in December 2023, and focuses on both city and unincorporated county efforts.
Outreach Impacting Rio Linda-Elverta:
County outreach teams, including parkway, encampment services, and community-based staff, delivered a total of 25,274 services to 810 individuals. This translates to an average of 31 services per participant, indicating a high level of engagement. Notably, 184 individuals successfully transitioned out of unsheltered homelessness into shelter or housing.
Services provided include:
- General case management: 16,397
- Housing search/placement: 1,206
- Vital document support: 1,024
- Healthcare Services: 393
- CalAim services: 294
- Coordinated Access System (CAS) Referrals: 351
The report indicates that over 70% of those served were between 25-61 years old, 53% were male, and 53% identified as BIPOC.
Shelter Services and Behavioral Health:
County-funded shelters enrolled 1,137 unique households during the reporting period. These shelters primarily serve individuals aged 45-64, with 64% reporting a disabling condition and 40% having no income. The average duration of homelessness for these individuals is nearly four years.
Behavioral health services saw 1,360 referrals, with 947 individuals successfully linked to services. The HEART Team engaged 1,607 individuals, resulting in 342 behavioral health referrals and 171 individuals linked to outpatient programs.
Full Service Partnerships (FSPs) served 2,631 individuals, with 76% housed, 11% in shelters, and 9% unsheltered.
Data Transparency and Community Benefit:
The Department of Homeless Services and Housing (DHSH) continues to update its data dashboards, offering transparent insights into program performance and demographic data. These dashboards provide information on service reach, utilization, and connections to shelter and housing, as well as demographic details such as age, gender, race/ethnicity, and vulnerability factors.
These dashboards are intended to allow for data driven decisions, and continuous improvement in addressing homelessness within the community. The dashboards currently reflect data from DHSH funded programs.
The continued efforts of the county to provide services, and shelter, will help to reduce the amount of unsheltered individuals within the Rio Linda Elverta area. This is a benefit to the entire community.
