Wednesday night, the Rio Linda/Elverta CPAC met to discuss the initial proposal to place a Rite Aid pharmacy and Starbucks coffee shop at the northeast corner of Rio Linda Boulevard and Elkhorn Boulevard. Wendy Wilson of PM Design Group presented the project.
The Rite Aid will be 14,600 sq. ft. facing Rio Linda Boulevard.
The majority of the meeting covered traffic concerns. The County requires developers to include street improvements in their proposals. Many projects have been proposed over the years for this corner, but nothing has stuck, as the street improvements are costly.
The main concern was for traffic on Lilac Lane, and people using Lilac as a way to Elkhorn via 6th Street.
With a drive-thru at both businesses, drive-thru speaker noise is a concern. A masonry wall will separate the businesses from the residential properties.
The property is in acquisition now, and the developer has been making payments for quite some time.
This development will require a general plan amendment that will go before the Sacramento County Board of Supervisors in December. Vertical construction is estimated for Spring 2017, with completion estimated for Spring 2018.
No-one in attendance spoke in opposition.
