Rio Linda Homicide Investigation Underway After Standoff
Shortly after 5:30 a.m. today, Sheriff’s deputies responded to the 400 block of Lilac Lane in Rio Linda regarding a reported shooting. A male caller stated that he had shot and killed his roommate, who was still inside the house. The caller added that he was in possession of a firearm.
Upon arrival, deputies established perimeter containment around the residence, while attempting to contact the man inside. Several nearby residents were evacuated from their homes. Members of the Sheriff’s Special Enforcement Detail (SWAT) and Critical Incident Negotiations (CINT) teams responded, as well.
For the next couple of hours, deputies attempted unsuccessfully to convince the man inside to exit the residence. At approximately 9:50 a.m., he came out and surrendered to deputies without incident. A team of deputies then entered the residence and located an adult female in a bedroom of the house. She was pronounced deceased, likely as a result of multiple gunshot wounds which she received.
The male caller has been identified as fifty-eight year-old Stephen Brainard. He was to be interviewed by detectives, and then likely will be transported to the Sacramento County Main Jail for charges connected to the shooting death of the victim. Brainard’s booking photograph will be released when it becomes available.
The identity of the victim in this case will be released by the Sacramento County Coroner’s Office, after notification has been made to her next of kin.

A law enforcement standoff has ended with the discovery of a woman shot dead in Rio Linda where a man earlier had telephoned to say he had killed his roommate.
The suspect, identified as 58-year-old Stephen Brainard, has been taken into custody and Sacramento County Sheriff’s deputies have found the woman dead in the home on Lilac Lane.
Brainard telephoned dispatchers at about 5:30 a.m. today to say that he had shot and killed his roommate. Deputies set up a command post and tried to get the man to surrender.
Deputies were in intermittent contact over the telephone with the man. SWAT members were also called in.
Around 9:50 a.m., with SWAT members in place around the home, Brainard left the home. He was detained without incident.
A few deputies then went inside the home and found the woman dead in a bedroom. Sheriff’s Department Sgt. Jason Ramos said the woman had been shot. The victim has not been identified, pending notification of her family.
“We have not identified her as yet but everything points to that she is the roommate,” said Ramos.
Neighbor Dave Gamboa, 65, said he was shocked to hear about the murder.
“It’s a rural and quiet area,” Gamboa said. “That’s why I moved here.”
