At about 5:30 a.m. on May 1, Sacramento County Sheriff’s deputies responded to a call there had been a shooting on the 400 block of Lilac Lane in Rio Linda. The caller, now identified as Stephen Ross Brainard, reportedly said he had shot and killed his roommate still inside the house. Brainard also told law enforcement he was armed.
Upon arrival, deputies established perimeter around the residence and attempted to contact the man inside. Nearby residents were evacuated from their homes while SWAT and Critical Incident Negotiations teams responded to the scene.
After hours of negotiations, deputies coaxed Brainard out of the house at about 9:50 a.m. A team of deputies searched the residence and found Ray in a bedroom of the house. She was pronounced dead at the scene, likely as a result of multiple gunshot wounds.
Brainard was arrested and booked into the Sacramento County Jail on charges of felony murder. He is not eligible for bail and scheduled to be arraigned Friday afternoon.
