The Crowing Fowl ordinance is coming back to the board of supervisors for a final time on October 27th at 2:30 p.m. Everyone who is interested in being able to keep a rooster on Residential zoning needs to make sure to weigh in on this issue. Otherwise, only Ag zoning will be allowed to keep roosters. There are many, many large residential lots in Rio Linda Elverta that currently have roosters including chickens, ducks, geese etc. If you want to continue you must advocate for this on October 27 at 2:30 p.m. at the Board of Supervisors Chambers 700 H St. in the County Administration building downtown.

The County is in the process of addressing issues related of crowing fowl on residentially zoned properties in unincorporated Sacramento County. Currently County staff is in the process of writing an Ordinance to amend the zoning code to redefine where and how crowing fowl can be kept in residential areas with the intent to minimize nuisances commonly experienced from crowing fowl kept in residential areas. The Board of Supervisors hearing for the crowing fowl Ordinance is scheduled for October 27 of this year. This item will not be going out to the CPACs but the County would like your feedback on the issue.
The definition of crowing fowl, as found in Chapter 7 of the Zoning Code on Page 7-15, is: Any rooster, peacock, goose, quacking duck, or guinea fowl
The two options are being explored are:
Option 1:
- Prohibit the keeping of crowing fowl on residentially zoned properties while allowing for fowl to be kept in agricultural areas.
Option 2:
- The use of land for the keeping of crowing fowl on any properties located in a Residential Zoning District shall cease by one year from the date of adoption of this code, except for those properties that are one acre in size or greater and that have at least 75 percent of their perimeter consisting of lots that are also one acre in size or larger.
- Not more than four crowing fowl can be kept on a residentially zoned lot (given number 1 is met).
- Crowing fowl shall be housed, kept or penned at least 50 feet from any residence on an adjoining lot or parcel and 20 feet from interior property lines.
- Coops, pens, and any other structures used to keep crowing fowl must be well-maintained, appropriately sized, and sanitary for the health and safety of the animals, their owners, and neighbors.
Any feedback, comments or questions, are welcome. It is anticipated that comments received will be verbally addressed at the Board hearing.
